^ If games have taught me anything, it's that racial stereotypes are perfectly acceptable.

I've seen these before, I often wondered why they were there... maybe they were for two-player or there is a palette mismatch? Or, Duke was just supposed to be black. The latter is more likely, but it was never used due to red people being racially offended by the game.

Oddly, when I first heard John St. John I wondered wether he was black for a while.

I do not think this is a shift of the pallet as you say, the eyes are not the same shape.
Personally I think that had to be like a boss, a creation of Dr. Protron (almost exact replica of Duke to exterminate it and conquer the planet).

I wouldn't be surprised if George Broussard himself was the one who stole all those tiles from Turrican and Megaman, and the other guys did all the detailed original artwork, like the backgrounds.
